TNPSC: In the year 1923, the British Government established a Public Service Commission to examine the salary structure of the Indian Civil Service. The Commission was composed of four Englishmen and four Indian with Lord Lee of Fareham serving as its Chairman. The Commission also addressed the rate of Indianization of the Indian Civil Service and the Indian Police. It determined a rate which in fifteen years would make the Indian Civil Service with a fifty per cent Indian membership and the same in twenty-five years for the Indian Police.

The Madras Service Commission thus came into being under an Act of the Madras Legislature in 1929. Madras Presidency had the unique honor, of being the only province in India to establish the first Service Commission. After re-organisation of States in 1957, several Commissions were constituted. The Madras Service Commission became Madras Public Service Commission with headquarters at Madras in the year 1957. During 1970, when the name of the State was changed into Tamil Nadu, the Madras Public Service Commission automatically became the Tamil Nadu Public Service Commission.

TNPSC stands for Tamil Nadu Public Service Commission, which is established in the year 1929. This department is designated with the responsibilities to the recruitment of candidates and conduct civil services examinations in all over the state to fill the posts in Government of Tamil Nadu and various government organisations of the state. TN-PSC is beneficiary organisation of Madras Service Commission which came into existence as the first Provincial Public Service Commission in India, under Act of the Madras Legislature in 1929. In 1970 the organisation adopted its current name and works under the Constitution of India, Article 315 to 323 Part XIV.

History of TN PSC

To examine the salary structure of the Indian Civil Service, British Government established a Public Service Commission in the year 1923. As Lord Lee of Fareham serving the post of first Chairman, this Commission was formed of four Indians and four Englishmen. The rate of Indianization of the Indian police and Indian Civil Service is also addressed by the Commission, which is notified as in fifteen years would make a fifty per cent Indian membership in Indian Civil Service and the same for the Indian Police in twenty-five years. There was large consideration left for regional Governments to exercise and recruit over their Functions and Services. After this the result comes up with, the discretionary given to provincial Government and the Government of Punjab and Madras initiate to set up their separate Public service Commissions.

The Commission was started with three members, including the chairman in 1929 as Madras Service Commission. In the year 1957, after the reorganisation of States the name of Madras Service Commission was changed in Madras Public Service Commission and again in the year 1970, this Commission is renamed as Tamil Nadu public Service Commission, when the name of the state is changed as Tamil Nadu.

Organisational Structure

Dr.K.Arulmozhi I.A.S (R) is current chairman of TN-PSC, who taken charge from February 2017 of Commission consists the board with 14 Members. Chairman is head of the department which is appointed by Governer of the state. Also, other 14 members of Commission are appointed by Governer. The Commission adjoins at frequent intervals and manages necessary policies, guidelines rules, and decisions on various matters & affairs arising from time to time. The Secretary manages the responsibility of ensuring implementation of commissions’ various decisions, besides handling departmental promotion committees, day-to-day administration, oral tests for recruitment, etc.  For conducting and notifying recruitment and departmental examinations all over Tamil Nadu, The Controller of Exams is responsible and to manage all decisions. The Headquarters of TN-PSC are located at Frazer Bridge Road, V.O.C. Nagar, Park Town, Chennai, Tamil Nadu 600003.

Functions Of TN PSC

The Commission shall be advised on all issues and matters relating to methods of recruitment to Civil Services, Subordinate, Ministerial Services and for various Civil posts. Commission also works on the principles to be followed in making appointments to Civil services and posts, making transfer and promotions of Government personnel as per Article 320 (3) (a) & (b) of the Constitution of India. TN PSC conducts various departmental examinations for government personnel recruitment in the state of Tamil Nadu and also conducts the examination for admission to the school run by the Rashtriya Indian Military College, Dehra Dun on behalf of the National Ministry of Defence. The various rules and notification in functions of the commission are:

  • Receives proposals for framing of rules and amendment of rules governing various posts in the Government Departments.
  • Views of the Commission in the proposals are obtained and communicated to the Government. Incorporates any deviations in the Annual Report.
  • Suggests modification in the rules to respective Government Departments.
  • Watch for the due date in reporting of estimate of vacancies by the respective Government Departments / Head of Departments in various posts as per recruitment programme.
  • Notifications are prepared with reference to the rules governing the post, for the reported vacancies,
  • If there is any deficiency, the Government / Unit Officers are asked for clarification. Issues the notification/advertisement for direct recruitment on approval by the Commission.
  • Carries out amendment to the programme G.O. and revision of scheme of examinations and Medical G.O.
  •  Formulation and Revision of syllabus to various recruitment examinations are carried out.
  • Conducts equivalence Committee meetings and watches for the issue of Government orders on the recommendations of the Committee.
  • Carries out the work of modification to the scheme of selections to various posts, as and when required.
